PLD gained a lot of its lost ground back with Majesty, gear upgrades, and master levels.
i think I also still prefer RUN for most of the odyssey bosses, especially ***like Arebati

The full AH in Windy, nearly half the top floor in Jeuno, the entire consulate area in Jeuno... He falls over, I dont. Maybe spamming Atonement is considered cheating on the Disjoined? IDK. I want that mob looking at me even when all the DDs get hate capped. Now if only SE would fix the Empy body... Maybe play with better Runs? Idk. Also, trolling.

Im still thinking its a case of not being at or near capped enmity its a damage increase, not a damage minus percentage. it's the only thing that makes sense.
Shouldnt be hard to test that, just wear sakpata/etc until you cap hate then swap over to emp and then tp feed for a bit, at least from what i recall it was TP moves that were experiencing the odd spikes
