I have the seconnd cheapest electricity rates in the US. But there are only 3 electric cars with enough range to get from there to a charging station. America is it's own country, the whole world is not America.
If we say that we should always allow every foreigner into the US then we may as well declare the entire world to be "America." We are not obligated to allow every foreign person to live in our country any more than you are obligated to let anyone into your house to live in it as they please to. This argument is ridiculous and no nation is obligated to take in foreigners.
