Don't really think it's regret, they kept the item attainable at a somewhat comparable rate. They just didn't want to double it by adding a second source and keeping octave identical.
Kraken's had some value at every point in the game's history, but it's never been mandatory for success. It's a unique effect that gives the player a more observable(fun) change than just a higher damage number. It's a great one-off item that perfectly fulfills the niche it's supposed to.
