By 80% If the last interview is accurate. So if you have 10% Life Stolen on hit, It gets nerfed to 2% In Inferno Difficulty. Its pretty awful all together right now.
Their reason for it sucking is "They programed it in anticipation for what it would become in the future". Either by stronger weapon implementation or what have you. Either way, they expect life Steal % to increase in worth over time.
Life On Hit is at the current about 13x Stronger than Life Steal % in Inferno.

I think the Email saying you were frozen for suspicious activity may have been a phishing Email you got hit hard by. What did it say and tell you to do?
If not, Do you play Public games? A lot of people are saying its an exploit in public games (Which is kinda Tinfoil Hat theory atm, So don't read much into it). All i know is I'm level 60, Played a lot, Never joined a public game, and haven't been hacked (Yet. I know i will be, its a Blizzard game).
That said, try to get an Authenticator(Its Free!), See if that helps.
Something else I just read on a Wiz blog, yet to try it out but apparently Spectral Blade element is affected by the element on your weapon and if you use cold damage as your weapon it will have a slow effect and get cold blooded damage bonus.

Correct me if I'm wrong, but I don't recall seeing in the upcoming updates that they are lowering the cost of upgrading the crafters. They are only decreasing the cost of upgrading lower-level gems (pre-flawless square).
Also, as far as the gold-grind goes for inferno gearing, I'm currently very well geared on my wiz and just reached act 4 last night. The most expensive piece of gear I have is the weapon I bought for 1mil. If you are patient and know what to look for, you can find amazing upgrades for only 500k-1mil in every slot.

Depends on what abilities you use. If you are using channeling abilities like disintegrate, I would avoid attack speed because it increases the arcane cost (which offsets the benefit of doing the damage faster). Single-cast spells like blizzard or meteor gain no damage bonus from attack speed (even though the DPS in your inventory window goes up, the spell damage does not), but it does increase the animation speed, so you can re-cast or start moving sooner. You do get the full benefit of attack speed on signature spells, because they have no arcane cost and can be spammed faster with higher attack speed.
For an inferno build, you will most likely have a kiting setup with Blizzard+Hydra. Many guides will suggest having ~2.00 APS in order to speed up your blizzard/hydra casting to make kiting easier. I personally have only 1.40 APS (1.30 APS weapon and +8% ring) and have very little trouble kiting and recasting. I focus primarily on INT/VIT/Resist all/Life regen and I've gotten my DPS up to ~36k, Life to ~37k and ~1k life regen. Attack speed gear is also very expensive, so you can gear cheaply by avoiding it.

There are only a handful of spells affected by ASI (IAS?), depends on if you use them or not. The most useful aspect of it I find is getting off signature spells faster when kiting. The more attack speed you have the faster you can spin around, shoot, and get back to moving.
Like trying this new build with spectral blade, I need all the attack speed I can get.

Oh well, I finished upgrading my jeweler last night. At least it wasn't terribly costly.
Yeah *** that idea :p just spent like 50k on the AH :|... at least I'm decked out a bit better now, I was hitting some really rough patches of elites right now, I should have a better time now.

This is definetly a scam i get this notice all the time and dont play a single Blizzard game.
I'm pretty sure it's not a scam. Initially I thought it was, but as soon I saw the email I didn't click any of the links or even fully open it. I went straight to my PC and tried to log into my account on D3 and it wouldn't let me log in. So then I went to battle.net directly (still didn't click any links) and tried to login and it gave me a message saying my account is locked and that I had to answer some questions and reset my password.
Edit: Also, my brother tried to log in and play the game and found that his account was locked BEFORE he even knew he had gotten an email notification. It was after he found out his account was locked that he checked his email and saw it.

No, you lose out too much stats and defense boost from top tier shields. maybe you can have fun without a shield upto hell act 3 or 4, then you'll have to go with a defensive build in inferno.

I ran a virus/malware/spyware check and came up with nothing (I keep all of that up-to-date anyways, and it already runs automatically everyday)
Also my password was fairly complex (I thought) but who knows. And as for the Authenticator, I had planned on using when I first made the account but I wanted to hurry and play so I figured I would just do it later. Had no idea my account would have been breached so quickly lol. Anyways, atleast I didn't really have anything to lose, I mean, all I had done was beat act I.
