it depends on the kind of loss they have....if they are born without a cochlea, or it is deformed then it won't help. If the hearing center of the brain does not function then an implant won't help. Technically the implant replaces the "hairs" inside the cochlea that stimulate the nerves that send signals to the brain.
Because they are implanting children so young they do not have to "learn" how to hear with it....it happens naturally as the child grows. It is the person who is implanted later in life that has to 'Learn" what the different sounds mean. Again, it depends on the severity of the loss before the surgery as to how much learning has to go on.
