I'd say yes, as the content of your water can change on a daily basis. In the winter chlorine in city water doesn't mix as well as it does when it's hot which could dry your skin out more. (Assuming you live in the city, but the same goes with well water. Minerals don't mix as well in cold water)
I'd say it's a very light food aggravation.
I've experienced a couple of different variations of food related allergies.
Lightest is a small rash
Light is localized swelling in the wrist
Medium swelling in the wrist and hand
Heavy is extreme swelling in the lips and eye area.
Thankfully I've not had a severe allergy incident.. as heavy was bad enough.
