You normally can't get it at low ranks (like she is) without being married or having kids. As far as whether she is or isn't still getting the BAH I don't know. I assume her command knows that we are separated and they have cut it off, but she may have found a lenient person in the Chain of Command who simply told her to pretend to still be married to get it.
