When do you not have issues?

I have to download every video.

I can download a 720p video completely ready to watch before the buffer is 3%. Not even exaggerating ~.~ it has to be time warner's fault, it always is!

When do you not have issues?

I have to download every video.

I don't understand how it works for some and then not for others.

It doesn't matter what computer I use on my network, it's still slow. So it has to be my isp, or youtube, and I'm pretty sure it's time warner if others can play youtube fine~
