Post on the asura forums ^^

Just got to 100 myself after about a 1 month grind from 0 while still doing salvage, and only had one static partner. Have you tried shouting? It's a huge hassle but you might be surprised how many people you can find if you're patient. Asura is pretty good as far as PUG's go (well not quality, but quantity).
