Looks like it. I don't usually have a problem with them, they can run for months without a restart. I have some tools to monitor and restart the web server if necessary but it doesn't apply to php-fcgi nodes. I will have to put a similar solution together.
I'm not terrifically familiar with php-fcgi, but I would assume an Apache restart will get the parent and all the workers. I would wager an apachectl graceful once or twice a month would take care of the leak until you can pin down the exact cause.
A few seconds of planned downtime beats the *** of a couple hours randomly. :P
