No, not in the situation I drafted. Like I said, haste is EXPONENTIAL. your situation has LESS haste than my situation does. You're looking at 50% haste max, in my situation, there was 65% haste.
Let's run your exact scenario, and put the dds in 20% haste in gear, 500 delay.

500 delay x 4, 50% haste. 250 + 250 + 250 + 250 = 4 attacks every 4.16 seconds
500 delay x 3, 65% haste = 175 + 175 +175 = 3 attacks every 2.9 seconds
3/2.9 = an average of 1 attack every 1.03 seconds
4/4.16 = an average of 1 attack every .96 seconds
3 DDs is superior, provided there is a decent haste build
Not to mention the 4 DDs aren't going to all be at the same speed. The drg/whm loses hasso, which is going to be a huge decrease in damage.
