It looks like a 25% "Very Common" drop rate, from everyone's reports.
Across our partial alliance last week every run was between 40% and 60% people obtaining matter. I get that 8 runs is not enough to pinpoint what the drop rate is, but it IS an unlikely run of luck if the actual chance is 25%.
Even so, based on the lack of drops others in this thread have reported, I think SE needs to change how the system works.
In terms of "easy to do", they could make the first chest 100% every week, and add a low(5%) chance for personal pool matter when you kill an NM.

Gather up your data and let's find out if your luck holds. It could well be 40%, but I doubt it.
SE says the rate is server-specific and variable based on how many NM's were killed on that server the prior week. If that's accurate and working as intended(no guarantee it is), we need consistent NM kill counts across multiple weeks for at least one server first.
In the absence of that, everyone's matter drop rates are anecdotal, and aggregating different server rates (or different weeks) together is not going to help.

Gather up your data for your own server and find out.
Aggregated data across all servers will give you an average from fewest NM kills to most. You don't know the rate of increase per NM kills either way, it changes nothing.

I'm not opposed to it, I'm just not sure how to accurately track that yet, short of doing a full double climb every night to count how many NM's remain.
Would likely want addon based logging of said data as well, rather than relying on my own fallible human eyeballs.

NPC should just report NM kills. This variable is clearly stored server side as they need it to *** drop rate for the upcoming week, let us have access to it.

Very lucky or previous week NM clears increased chance from ~40% to ~50%, but on Bahamut im 0/2 on main this week (im 1/9 on my main since I started last week and I actually killed 10 NMs...) and 4/12 on all chars...

First one in both Temenos and Apollyon is guaranteed. You get the base item from the first one, which is guaranteed.

my WHM 100% did not get a drop from first temenos maybe a bug or some edge case but that lead me to believe it was not guaranteed because I had gotten guaranteed drop from apollyon already
