As the title suggests I'm trying to figure out the sets used and what's in them for the Bumba V25 2386RP runs. My buddy has unlocked v25 Bumba and wants to start giving us free RP, but isn't sure where to start. If anyone knows the Purulent Ooze set that's used that would help me out a lot. Thanks in advance!

Falkirk shared the below set which I think would be considered BiS:

ItemSet 399098

I'm ML40 and have done countless v25 RP runs on Bumba to help others and have used the following without a single fail:

ItemSet 399235

Nowhere near optimized but something I threw together. If I had the gear listed in Falkirk's set, I would use that. I think it's worth sharing the gimp set I use since some people might think they need more than what's really required on Bumba, even on v25. Not sure if Aymur is adding any extra hit rate on Ooze, as the wiki for Generous Arthur states DMG varies with TP and nothing about the -10% debuff (I assume it's considered a debuff).

You can use Adad amulet or SU4 neck too for 5 less macc, Voluspa tathlum. Most slots have some alternatives, but in general just max out your Pet Macc, and wear pet DT while its getting wailed on.

I use a set that is very easy to put together:

Agwu's Axe,
Nyame Head and Body, Gleti's Hands, Legs, and Feet,
Adad Amulet, Crepuscular Earring, JSE Earring (NQ, +1, or +2 is fine), and an Ambu Cape with as much Pet Magic Accuracy as you can get. I put on Moonlight and Defending Ring for extra DT- and Platinum Moogle Belt for extra HP.

No RP is required on any of the gear to work. No reforging necessary. This set works without fail even on a fresh L99 BST (no JPs, no master levels). Just make sure to use Rolanberry Daifuku and to engage Bumba in order to trigger Tandem Strikes before spitting on him. For spitting on other NMs, you might beef the set up, but for Bumba this works great.

Master Levels can help, but like Veydal posted you can find success even without 100% optimal setup.
Swap an Agwu's Axe + Hesperiidae ammo into that set and you've practically bridged the gap between mLvl 0 and mLvl 40.

Realistically this is the BiS set you're gonna get for Beastmaster pec M acc. Nyame Path D and the prime axe are so niche that nobody picks them over alternatives. I've used this against V25 bumba and never failed to land ooze on the first try. Bumba is one of the easiest things to land ooze on so just pick up the standard set and you'll be fine.

V25 butterfly, Dealan-dhe, is a good choice to do 3x runs on for charging, with amps.

RP from Dealan can then be spent on Hesperiidae to make your bst oozing better.

A 3x run on Dealan v25 with amps will get you around 6.9-7.2k RP total, enough to cap at least R15 from R0.

In my post, I shared a set that I use on a fresh L99 BST with no JPs at all, no Master Levels. It works 100% of the time on Bumba.

The set you shared doesn't work 100% of the time on bumba v25.

The set you shared doesn't work 100% of the time on bumba v25.

If it fails, the fail rate is low af because I farm RP for people daily (5:40 pm PT on Fenrir for anybody who wants to join) and have never missed. Sometimes it looks like his HP didn't go back to 100% but sure enough, he drops to 90% after a few moments.

The point is, the bar to spit V25 Bumba even on a L99 fresh BST is super low and there's really no reason to overthink it or go wild on Empy +3 and a JSE +2 neck etc.

I know that, in general, it's easy to land Purulent Ooze on Bumba. But what happens if you're unlucky and Bumba spawns with water absorb? Does the HP- from Purulent Ooze still proc despite the move being magical/water?

Yes, even if elemental damage is absorbed, the status effect does land. (I read somewhere that due to how this is constructed, that it cannot be resisted when the elemental magic is absorbed, across the entire game).

Anyway, to answer your question, yes, even if Bumba absorbs water damage (your P.Ooze attempt), he still gets the HP Down effect.
