If they merged cerb quetz and levi without announcing it, the players literally wouldn't even notice.
It's a waste of resources to even run servers that small.
There are advantages to playing on the smallest servers. For sure. You can walk into any instanced zone or any abyssea zone and never see another player and that's great. But you are ***out of luck when your supply of AH materials and equipment isn't being smuggled in every month.

Asura was so nice with the amount of people playing there(zone can have more players than some entire server), but also so painful for the wait for instance (5-10-15 minutes wait… even saw 30 min for the first vanabout disaster…). I can see why they have problems because of the amount of people and its data. SE should provide free public transportation out of Asura, so entire groups can go to others servers and “rebalance”.

If they dropped down to 8 servers (I think even 6 would be feasible, but let's not) then other servers than Asura would have populations which make the game playable on them. The solution is so easy.

The ability to server transfer is a thing and has been a thing forever at this point. People who play on smaller servers do so by their own volition. Similarly how people on Asura do so by their own volition.

It's virtualized, there's no problem running small servers. They cost less per user in all likelihood, because busy zones can cost exponentially more compute.
They also can't spend more on servers to make Asura run better, because some parts of their code are single-threaded. There's no reasonable way to make single threaded code utilize multiple cpu threads besides rewriting it, and there just aren't better single-thread server cpus. Current technology doesn't have a pathway to meaningfully speed up a single thread.
It's the right move for SE to do something about it, because performance and queue times on Asura have been an issue for years. I'm not really sold on this approach. I expect there's going to be a short-term rush to move any RMT farming that isn't currently on Asura to Asura. There's probably also going to be a degree of FOMO from people who have been tourists and bought occasional mercs. So, I think we see a short-term increase in players on Asura from this.
I can't see a whole lot of people willing to give up their social connections to leave Asura, so the question is how many full groups can be convinced to do so. The kind of folks who are willing to give up social connections are probably not the kind who can function outside of Asura. Longer term, if player numbers hold up, I'd imagine Bahamut gets capped and Ragnarok or Phoenix ends up the new merc server. Some concerns about attrition, though. Splitting up Asura only to have the limbus/free trial/weapon bump fall off would be kind of silly.

Pretty sure this is false as I assume the "low pop" servers have thousands of inactive accounts (and mules) on them and in any of those people reactivated their accounts, they still keep their name (I could be wrong), maybe it would give preference to the active account and if the inactive one tried to activate it would make them change their name first (although I doubt that)

We are not lacking Bumba v25 clears nor prime weapons nor master trials.
Can second this. Players on big servers assume you can't play the game on a "ghost town" server, which is far from true. Just don't expect any PUG yells, excessive RMT activity, or an AH full of everything you could possibly desire.
What you will definitely find is no congestion for anything, and if you look hard enough, good groups having a fun time. However, I won't lie that it isn't always smooth sailing, especially if you are missing people and want to replace them quickly.

I'm in 100% agreeance with Lili and Kylos. I love my "empty" server. No wait times and I don't have to deal with some of the lunacy that comes with overly populated servers. The idea of having to wait over a minute to enter Ambu sounds awful.
