On the surface I'm ok with that, unfortunately liberal states have already used such lists for mass confiscation. I would love for a central police database that can be used to track stolen/ missing / recovered weapons, I don't trust what the faithful would do with such a thing.

There is no court, just one day the police show up, knock on your door and if your stupid enough to let them in they'll search your home and seize any firearms present. You then must petition the court to have them returned, the petition takes six to eighteen months until you get to see a judge where you argue that you aren't crazy or dangerous or whatever nasty things the anonymous person said about you.
Someone like Vic, Zero, Chanti, DirectX or any of the rest can start submitting the names of everyone they know, even second or third hand, via the new reporting system that then gets rubber stamped the same way no-knock warrants get rubber stamped.
That by the way was one of reasons for the insanity that happened in Richmond, the Democrats in Virginia attempted to one up California and have police kicking in peoples doors without any court system involved. After all the push back they reworded the bill so that the State is required to have a court hearing within 14 days of executing the confiscation.

Oh and to really sweeten, if someone has ever had a GVRO against them, they can't purchase a firearm for another five years even after they are successful in getting the rubber stamped GVRO removed. This is done by placing a restricted notification on the background system that's used when they do background checks.
Even after having a GVRO removed, if someone attempts to purchase one the system will prevent the licensed seller from selling it to you. It's not illegal for someone to own a firearm, it's illegal for the dealers to sell them one.
All this made possibly with the central firearm registry California has.
