We need to think of the mutant power equivalent of being able to read things that haven't even been written. I'm a few years..ok, more than a few years, behind on Marvel canon, but I'm sure they have someone in there that can do that. Was it the Watchers that were all-seeing? Could they see into the future?
I mean it could be a big sandbag.
However since there is no evidence of collusion, it would be extremely problematic if the mueller fabricated evidence and/or charges. An existential threat to the country even.
