Here is what I don't get, the Democrats could use the border wall funding as a bargaining chip to get some sort of law passed regarding DREAMers and possibly provide a pathway to citizenship for them.

it's not like Trump has been successful so far at gutting out DACA
DACA is done it's merely a matter of time, California and New York could only hold it up for so long. The law clearly, in plain English, grants the Executive power to decide immigration policy and DACA was a policy signed in by the previous Executive. Any President can alter another Presidents policy with the signing of a paper known as an executive order, this is long settled law.
The Democrats challenged the EO in court over the reasons, which that doesn't matter legally speaking. The Democrat judges nodding their heads and said "well it's Trump so it's gotta be bad". President Trumps administration attempted to go straight to the Supreme Court and bypass the 9th circuit court of appeals, which become an extension of the DNC. The Supreme Court said *nope*, you need to let the system work and not go straight to us.
So this is whats going to happen, it's going to the 9th circuit of appeals, who will almost certainly uphold the ruling of the lower 9th circuit court. Federal government will appeal to the Supreme Court, where it won't be heard until next fall at the earliest, likely not until next December time frame. The Supreme Court is now a majority of Originalists and the law is extremely clear in this case, they will reverse the lower courts ruling and rule that the EO that rescinded President Obama's DACA policy is legal.
Now if before that time Democrats can get into law something that makes that policy law, then the entire thing will be moot and dropped.
If this confuses people, it's because the USA is a country of laws with a very strong legal system. Those from socialist and communist countries might be thinking legal systems exist to empower the government to make social change, they are wrong. Legal systems exist to protect people from governments attempting social change.
