There's a lot to discuss.
Regent's attacks can all be blinked by a Ninja tank, which lets it avoid Amnesia as long as Utsusemi eats Jungle Whallop. Rune Fencer can also tank/DD but they need to be careful not to be caught in a WS set at the wrong moment.
Still uncertain what causes the Oblige move to level up the Regent. I suspect it might be magic/skillchain damage during the animation. Also noticed it causing a lot of level ups when it was heavily enfeebled by a Red Mage. Perhaps this has something to do with the Black Mage helper being alive, magic and all that.
On that note, a good Red Mage can handle the Sleeps easily and can also keep the Black Mage helper permanently silenced. No Geomancer support is needed if the Red Mage has excellent sets.
Early stages but a solid setup could be NIN/DD/WHM/RDM/BRD/GEO.

Is there much healing? What from if blink tanking? AoE moves?
Is a WHM going to be necessary with RDM and BRD there also or are you suggesting the RDM DDs outside of sleep and silence? My prior experience was that if you want to melee zerg this down(it's easy), you want WHM for AoE status removal and cures. If you do something with ranged DD you could probably do RDM or SCH.

Anyone can tell me what Sovereign's Edict does? Am I reading correctly it's a cure, or a level up?

Viable, but getting hit w/ Jungle Hoodoo is no fun. That para is as strong, if not stronger than Fulmination. Most of the AOE is so wide range that it will hit you from 20' out, so you're not completely safe standing back either.
