The ICs job is to figure out those details and present them to the WH. By the time it gets to her, the information is vetted to the point where she shouldn't have to unmask anyone. She doesn't assist the IC or the overall investigation in any way by unmasking people deemed unimportant enough to remain masked according to the IC.

Rice isn't working on the case trying to connect the dots. The only reason to request someone be unmasked is because it benefits the WH someway.

Why should any of the above agencies need to know or have access to Trump's supposedly "incidental collections" of phone conversations he isn't being investigated on? Why should some paper pusher at the Department of Energy be allowed raw intelligence data about Trump talking to the Ambassador of Australia?

Hell, I could have hit the nail on the head on who leaked top secret national security information, thanks to Obama's loosing the rules on intel sharing between agencies.

You still haven't explained why any of the above agencies need to know this information. Don't worry, I'm not going to hold my breath.

Actually it doesn't have to be the individual exposed in the conversation at all. It could have been name dropping between a target and someone else.

Like say target X is talking to person Y and says "I saw person Z jaywalking." Both Y and Z are now in the record. If instead X says "I saw Z robbing a bank" Z would be unmasked to other agencies.
