Read an article that mentioned Trump's sniffing. It says that you can tell from other signs too in his body language and reactions that he is a person that doesn't handle stress well, so blood pressure grows and this causes the nose to close a bit, which forces him to sniff to take breath(especially for his long winded disjointed sentences).
