When you talk to Jamal you will get a message that tells you a new RoE quest is available.

I'm going to finish this bastok quest, see if it clears the data on it and allows me to carry on OK, think I figured it out.
My mule had all trusts EXCEPT for the 4 WotG ones flagged after the Jamal quest. Was not able to flag AAGK dialogue/RoE. She just went and picked up Rainemard trust cipher (which doesn't need mission progress) and turned it in, now got AAGK. Still doesn't have Klara, Romaa Mihgo, or Excenmille (S) trusts. So, it's either Rainemard or collecting at least one of the Jamal-flagged trusts that is the prerequisite. It pops up under RoE other, becomes it's own category as Objectives 3.
Ok that still doesnt explain why i cant flag, i have all the trusts from that NPC but Klara.
Do you have medal of Altana, and do you have RoE Intermediate complete?
The mule that wasn't getting it at first does not have Medal of Altana - she's actually only Bronze Ribbon of Service. WotG not complete, currently on "Traitors in the Midst" WotG mission.
For RoE Intermediate, she's currently on (but has not completed): "A. Skirmisher: Rala Waterways" Aside from Klara, Excenmille (S), and Romaa, she has all trusts but Maat. Definitely wasn't getting AAGK speech before grabbing Rainemard trust though. Not to digress the conversation, but I'd like to point out that this month's Ambuscade is stupidly easy. You don't even need a healer. There are no AoEs, no real status to worry about. It's a pure beatdown fight that simply requires a tank who can survive even marginally well. It's a tad time taking due to high HP & high EVA since it's a MNK, but overall this thing is stupidly easy & relaxed by compare to the previous two months of mechanics & AoE spam.

Im missing some of the quest obtained trusts, like the White gate ones and a few others, i 100% havbe Rainmard, i have all of WoTG complete, void watch complete too... Oh im also missing maat too so that cant be it seeing your saying your missing maat. SUper dooper odd Im behind in RoE Intermediate but... hmm somehow doubt thats the issue..... it isn't nation related AHHHHHH i found it, you need to talk to Jamal, if you havnt done it since the update. and already had the scrolls ... im dumb dumb
