You know, I'd guess if you get this to work how you want, it would likely say something to the effect of "Materdark playing game "Unknown" IF you were to try to run windower first. It would likely not recognize windower as a game. I would suggest doing this.
Add POL as suggested, but add the same one windower will run, dont add the steam folder crap. Open steam and login. Run windower and login to FFXI. Does steam update your status to playing ffxi regardless if it opens it for you or not? If not, open the same pol.exe you used in steam WHILE windower and ffxi are already running. One of two things will happen. It will error saying it's already loaded and can't load twice or it will load and you will see a pol login screen. Either way close pol or let it crash, did steam update your status? You should still be logged into the same pol.exe that just errored or closed, through windower. Again, did steam update your status?
Reading this you may have thought "WTF are you trying to make happen?!?!?". I haven't used steam in many years, not do I remember how it functioned with friendlist and updating statuses. This idea is an effort to try to trick steam into thinking you ran POL. Since it will already be open by windower and you will try to use steam or manually to re-run POL. It's possible that steam may update your status as such. I'm not really sure and yes this is a hella ghetto idea to accomplish this, but I doubt it will work as steam calls POL and now youre wanting Steam to call Windower and windower to call POL. With this idea steam is never running the game as it's intended to do, windower would be doing that.
GL. hope you find some sort of solution.
