Magic tier is the constants every spell bring to equation. Wikia list all constants.
Mab, magic dmg, int are stats that increase final magic dmg. Magic dmg and int belong to same term and are addictives. Mab is a single term, and is multiplicative to the first term. Normally you want to optimize the relationship between boths. To see the best combination, use some math tools around there, but as a rule, choosing between magicdmg, int and mab need to consider diminish returns.
Macc is required when fighting high level mobs. Macc can be provided by raw macc or elemental magic, that relic and artifact gear has a lot. The required amount varies from mob to mob. Naturally, to increase your macc, you need to reduce your mab. Normally, macc is just required to events of high ilv, probably anything below 119 can be done with full mab gear. Above 119, you gonna need to add some macc/elemental skill gear.
Enmity is a problem due to scarce tools, and that enmity gear isnt that efficient, so, If you need to control that, favor ancient magic as they have static enmity.
Elemental affinity normally increase more the total magic dmg output. But there arent a lot of those. As a rule, if it says something like "ice mab+x", normally that x is multiplicative to final number. lion delve staff should be the best for ice magic, pixie hairpin+1, archon ring should be the best for dark magics. In this aspect, obis and twilight cape are excelent choices provided you have weather or are subbing sch and cast on you some weather.
Skirmish hagondes set is normally the highest nuking gear available, if you can get good numbers. Af1, af2 reforged and delve 2 gear are more balanced to mab and macc, so more suitable to high level content.
