To be fair, this sounds like a chicken-and-the-egg scenario to me at worst. Like some cooks thought it up and politicians are simply being opportunists.

Then again, as KN has said, there's merit to be had in that any sort of "protection" between the military and citizens could work both ways and be stopping some individual Texan whackjob or -- worse, some small militia of fools -- from acting against the military.
I'm sure the last thing Texas politicians want right now is someone from Texas getting publicity for attacking the U.S. military over an invasion.

Even if the NSA and all of the other implicated spy agencies are forced to cease their questionable operations, the US government will still consider Snowden a traitorous criminal.
If they ever get their hands on him, he'll be tried and executed.
