It would have been nice if the update notes had mentioned the actual correction to the Filiae Bell, it's now:
MP +30 Handbell skill +15
... the way they mentioned it as an 'issue' suggested they were just nerfing the geomancy skill off it. Nice that it was replaced by something useful instead! Now if only we knew what handbell skill did, specifically.
