Luopan Level

Is Luopan level attached to my main hand weapon (like beastmaster) or my Hand Bell (like an alternator for PUP)?

Or is my Luopan level just equal to my level?

AKA, if its attached to my Main Hand level, an Atinian Staff would be even more worth it.

I generally swap between, Delve Club, my Yumcax Club and Soothsayers Staff and Terra Staff.
