In your case it seems like reports are being mailed out using a general email address and then the people are just hitting reply and cc'ing the people that they want to answer the question. If you had mailed it to them or if they mailed it back to your direct address it would be different.

Don't get me wrong I'm not advising that he just disregard it or anything but more that the diret responsibility is taken off his shoulders as it wasn't really directly mailed to him and he had no real part in the activity from beginning to end other than that the general email connected to him was used to send something out and recieve...
