If it was terrorist I'm sure it would have done alot more damage so that's the only good news out of this.

THIS. We should be thankful that whomever was behind this was pretty "small-time." Big explosions don't kill people by blowing off limbs. The waves of pressure they generate damage the walls of your alveoli so that you drown on your own blood. That's what we bomb terrorists with.
