Because I am in the pioneers coalition right now and talked to everyone. The coalition is Rank 1 on the server as well. Not sure if this has been asked or not yet, but once a server earns an upgrade, is it permanent or will it fade away, after awhile? Seems like alot of stuff to earn just to fade away.
Well we got Pioneer's flag so it depends on what your server chose. The NPC is named Floralie.

What the rate of that downgrade is, no one knows yet, but it has taken us almost a week to get any coalition to rank 1. I was almost certain that Pioneers on our server was Rank 1 before the Conquest tally ended (I logged in five minutes before JP Midnight and checked). Yea we been there done that man :p I had personally never heard anyone refer to it as HELM, hence the confusion on my part. Moving on... It says "The edification rank of the Pioneers' Coalition has increased!" right before tally, the same type of message when the bivouac upgraded. Not sure if world wide, I was in West Adoulin at the time.

I was in Western Adoulin as well, and logged in a few minutes before the tally was given out. Yeah and it was at exactly 11:00:02 EDT so we can presume it's weekly by conquest tally unless something changes.
Considering the fact that the player base have not had the entire week to work on coalitions, and that the majority had no idea about how they work, the next tally should be much better.
Only a bivouac for Valefor, we didn't manage to upgrade anything but pioneers <.<' was so hoping for the PK signboard.

Pioneers is probably the only one upgraded on most servers as that seems to be the first place anyone goes into on their arrival. I've been doing scouts for maps. Really don't care about anything else xD.

Get peacekeeper task: Preserve - jump on RNG - go to whichever zone you chose - Enter lair reive, stay at range and solo Nest's... - GO VOTE and do it again!
Get your server T2 next week :p Bivouac #2 just got built in Ceizak battlefield, doesn t look like you need conquest tally for everything.
