Anyone know if using Indi-Poison on GEO, once an enemy is affected within that circle it's effect stays on even if you move away from it or does it have to stay within the circle for poison to stick?

Safe assumption would be if they move away it goes away, much like "auras" mobs can have.

seems to me it doesnt efflict it unless you attack it....

Yes, you must have hit or done aggressive action to monster to get effected.
