Looks like Enertia and Refillshrine have Glavoid Shells in their Bazaars on your server, Refillshrine being the cheaper of the two.

Enertia appears to also offer Itza scales.

If you have the gil to support it, and assuming they are both competent mercs, you could probably get your ukon done very quickly by simultaneously having Refill merc the shells and having Enertia merc the scales.
