Actually there's a third option, but it probably won't work. I use a program called displayfusion. The (one time) paid-for version allows for duplicating start menus across all monitors. You could set up your primary to be your TV and leave it there, duplicate the startmenu to your secondary, and then drag all your work/desktop icons/etc over to your monitor. Windows does a decent job of remembering icons and windows and keeping them in the correct monitor. However, other things default back to primary.
For instance, if you have a login screen when you boot up, it defaults (and I don't know if you can change it) to primary, so you'd have to sign in using your TV. If you rarely shut your computer down, it might not be an issue.
Fourth option (maybe): instead of extending, duplicate your monitor, but set your tv to primary. I think this might actually work, but you lose independent functionality.
EDIT: duplicating works, and you don't need to switch primary monitors. Full screen is duplicated as well (it's been so long i've forgot that)
