WAR/MNK was a very popular choice for those who were leveling for the first time. Might be that. Same for BLM/WHM.

This list is for all characters whose level is higher than 1. So while the LV99 people count on the list, they only count once, per character as it just keep whatever job people are at. So yeah, it is a general look on the whole population, not just the LV99 people. Obviously lv99 people doing VoidWatch have different needs than the others who are doing less involved stuff. :)

Moreso idiots fighting monsters that self-destruct for high damage without bringing DDs that can kill said monsters before they explode or bringing reliable stuns. It used to be quite common here to see alliances over in that area with 6+ people dead at any given time.

I honestly dont even think its possible to make the 99+ version yet. Has 3000 riftcinder/riftdross been fabricated per server yet..? It's not like heavy metal where you get pouches for it. Even if so, ALL of it would have to be put into one persons weapon for that to be possible. The only person on this server that I know of that is seriously making the 99+ is like 75/3000, (he/she is making caladbolg 99+ if anyone is curious :<) gonna be a long road..riftdross alone is already getting close to 1 billion gil if you buy them all. Maybe in 5 years...
