no the hdd for the ps2 is just that, a hdd, you do however need the network adapter to use it, and XI willnot load if you swap out the hdd (blame Sony's DNAS?)

o_O That's interesting. Only thing I can think of is apparently POL is pre-installed or something on the HDD they supply you, so maybe it detects the hard drive not being the original supplied with game?

I believe Sony DNAS retrieves information about a user's hardware and software, mainly to stop people cheating, going online with pirated software, etc

not that I recall but they can check the drive, and only certain drives will register as being official drives, it's in the firmware, you can read the thread for more information into it, Leo explains it well.

Yes, DNAS is a DRM measure.

Makes zero sense for them not to release it outside Japan. Abandoning the PS2 entirely is one thing, but if they are already making it for the PS2 in Japan, the coding is done. The localization is already done for the other platforms. It would require almost no effort to put out a disk in other regions, even if it was a small print and only sold on their web site.

Are there any PS2 games scheduled for release in 2013, outside of Japan? Only titles I'm aware of still slated for release are some soccer titles this fall.

It might be less a matter of localization, and more a matter of licensing, printing, etc. Far as I know, the only regions that don't require Sony approval for PS2 software are emerging markets like Russia and India.

Figure, there are titles that are digital downloads on PSN only in the US due to Sony, or that added content to get a PS3 release authorized. Would not surprise me at all if the issue is not SE, but Sony.
