I think there's a few answers here:
1. Which job has the best AF+3 set (moot IMO).
2. Which job that I play decently is missing stuff.
3. Which job do I hate bringing to Omen.
4. Which job do I have the least of.

If you've already established your character, chances are you already ruled out 1 and 2, quite possibly 3 since you'd have a surplus of cards from doing Omen. In which case, go with the 100 deeds as it gets you 2 1/2 months closer to another free ADL and PW pop (and more free Venus/Mars orbs), its also guaranteed 3 Abdhaljs Seals. But if you're truly insistent on using the AF+3 Kupon, get the one that you have the least AF for, then you can store it on slip 25 and never use it since you've already established you dont play the job at all.
If you are not an established character: Get the 100 deeds of Heroism and get yourself 2 1/2 months closer to Deed Vouchers +2, Deed Tokens +2, Monberaux, Martial Treatise KI's to have more merit WS available, etc. But if you're absolutely, truly dead set on the AF+3 Kupon, this will depend on what job(s) you've decided on as some AF+3 is 4/5 dogshit (NIN, SMN, DNC, MNK might be in that list), but you'd likely be best served to just get the set of the job you play most as most jobs have 3+/5 good pieces at +3
I mean the deeds are definitely better if you want to shorten calendar time (only way possible). The coupon will definitely save you more man hours played, so the argument that take the things you can't change has validity.
To make an analogy:
Deeds=buying a horrible house in a great location (can tear the house down and rebuild)
Voucher=Great home, suspect location (probably more appropriate to say great price, decent home, but you're stuck with the lousy commute).
Agreed a lot of the AF is "meh", and its totally silly to use the coupon for stuff you'll never use.
