Thanks everyone for responding. It sounds like everything can be summarized as follows:
fTP is gradual. 1500 TP is more damaging than 1000 TP, and 2000 TP is trivially more damaging than 1999 TP.
The fTP slope is steeper/higher between 1000 and 2000 TP vs. 2000 and 3000 TP.
Net 2000 TP is the optimal time to use Savage Blade because the TP/fTP payoff diminishes above that point.
Another reason to target an effective 2k TP is that every WS has 3 seconds of fixed delay where you cannot land melee hits associated with it, so WSing less often means less fixed delay.
That said, TP Bonus +1000 augment weapons, everyone with Moonshade, WAR with Fencer and/or Warcry, etc. there are lot of ways to get an effective 2k TP before 2000TP.
