I think it depends on the weapon you use Panta.
With Verethragna, you don't I seem to recall? With Godhands you do. Also don't forget that Bhikku Cyclas +1 has small bit of Martial Arts.

The cap for PDT and MDT is 50%, but PDT II and MDT II can go above this cap, up to a limit of 87.5%.
