COP by far due to the experiences and the teamwork it required when it was first released. A lot of people ragged on the level caps, but I thought they did a great job of making a decent amount of strategy required for these fights. If you noticed, stuff basically got easier once you got inside sea(besides the pot fight, that was a tricky first timer fight without much knowledge on strategies). It was an amazing experience though, and I would rate it among my most fond memories in this game.
WotG was easily my favorite. Taken in one big chunk, the story is quite nice when you count the nation branches. Its shortcoming was taking too long to progress. 6 months-1 year in between installments had me visiting goblin footprints rather often.
Even though WOTG has a good story and excellent cutscenes, the experience was just far too lacking for me. It required no more than 3 people to do everything in it, and it felt more like watching a movie than a game. The big gap between all the mission releases really hurt my desire to finish as well.
Zilart wasnt that good. CoP is what made that story work.
CoP was really good and i enjoyed it. but WoTG (i did all 3 paths) was great. it was my favorite. ppl have to remember that WoTG had 4 stories tied into 1 large event. so if you did all 4 it was much more enjoyable.
and the CS in WoTG were amazing. Fenrir raped ***. and that taru in the wrappings... best thing ever. and the male mithra..i forget his name (been awhile) but that was a nice (hey possible new expansion) tease.
although i will say i liked CoP a lot because it was with close friends i did the story with (you needed to do the story to get access to endgame at the time so ppl did it)
Oh and finishing COP was extremely rewarding at the time. The rings were a fantastic upgrade, and rajas has still lasted through the ages. Gaining access to a whole new endgame area after having gone through all the trials and tribulations was an invigorating experience as well.

I'm judging based on story rather than gameplay here. Gameplay wise, CoP was clearly superior (pre all of the nerfs), but it's a somewhat unfair comparison considering the times in which the two expansions were released.
Yeah I'm judging them based on the entire experience, not just the story line/cutscenes. There actually was talk about scaling up the COP rings to current levels, dunno if anything ever came of that.
Its a small part of CoP but I loved the understanding of Promyvion and how it all worked. I remember in 2005 my eyes just opening wide when I zoned in there. The music, landscape, and story made it amazing.
Promathia for sure. WoTG is really cool as well; they did a great job with the characters in both of them. I feel WoTG falls short of Promathia just because there is almost too much story, and there are too many characters. I felt like I could connect better to the Promathia characters because they appeared in almost every cutscene.
wing of the goddess... it could win on those results, most ppl don't even have that storyline completed or know about it, so it haves some disadvantages
Since you said that we couldn't include content from the expansions and such, I'm going to go with Zilart. It was nice, it was simple, and it tied into the Nation storylines. Plus Divine Might was still the hardest fight in the game, because it either required 18 ridiculously powerful 2hr jobs and/or BLMs, or an in depth strategy. Also it didn't involve many things otherworldly. I mean, the other expansions were really awesome too, but they all involved interdimensional crisis and rifts that were opened and mothercrystals and ***. Zilart was the only one that didn't make light of other dimensions, and the majority of the things in it were Vana'diel born, unlike all the other expansions. All the others involved Gods, either from other worlds or ones that created this one. We've been fighting Gods since COP. It's been god after god after god after god. Give me an old fashioned crazy sorcerer bent on becoming a God or destroying the world over that any day. I'm tired of being a God killer.
