Since you're on budget, I'll leave out Tenryu+1 hands/legs.
Your Fudo set should contain ATK-cap set, and low-ATK set. The former you already got covered.
I know this is easier with spellcast, but still worth making macros for if you dont use spellcast.
For ATK-cap set, I'd use this set:
(Rose instead of Pole. Pole if Embrava/Regain build and/or using Phorcys Salade & Usu feet+1 combo) Disregard Tenryu legs and use Ogiers.
Shura Kabuto +1 with WS dmg+3% atleast (optimal would be SC DMG+3%, WS DMG+3% and STR or ATK)
Mekira if latent active (if not using spellcast, I'd fulltime either headpiece, whichever is convenient for you)
Hierachy on feet should be (from best to worse) Omodaka Sune-ate]=> Gigantes Boots]=> Unkai Sune-ate +2 for ATK-cap set.
As for your TP set, start working on Usu head+1/Feet+1.
Regarding Seigan set, this is situational, and depends on your playstyle/situations.
I use this set:
Disregard weapon/sub/hands slots.
Mantains haste/x-hit and reasonable ATK, and covers my needs when Seigan DD. I also have a mule that usually covers my *** at all times. Set is usually used in a pinch when I can anticipate certain TP moves/and or when I'm uncomfortable eating bulk dmg with my Hasso hybrid-DT set.
Otherwise Saotome Haidate+2 would be something to look into.
For me it would be useable when Seigan-tanking for longer periods of time, and when killspeed isn't factor/not on a timelimit that matters.
I'll leave the interpretation to you regarding which Seigan set is more useful from the two last pages.
edit: If you use spellcast, use a STR earring instead of Moonshade when 300 TP for Shoha/Fudo. May want make a macro for this anyways if not using spellcast if you're a die-hard SAM-player.
