They record drop rates, proc rates, accuracy, dmg, of everything I'm sure. They might not be looking at it all the time on the regular game unless they get a report about something being unusual, but during the test server every spell you cast, every ws you do, they are keeping an eye out on those numbers and making adjustments.
They might not even be announcing it like they did with heavy strike, it just that it was a very popular spell (a lot of blu's were going crazy using it so SE got very solid data) so they made a post about it since the community needed to know.
If they ever test NM's that aren't VW, they will be using us to test drop rates, the dmg the mob deals, all that stuff. We aren't the first line of testing, but we are the 2nd and more accurate group. I'm sure they will be making adjustments to the VW NM's and the odds of items showing up in the chest before final release.
So the real moral of the story would be to never use a good thing too much, or SE might take it away from you.
