To understand "diminishing returns" on Double Attack, think of attacks as discrete objects. So let's pretend we have a bag of marbles. Each marble represents one attack. Let's consider per 100 attacks, so initially, we have 100 marbles in our bag.
This is +0% Double attack.
So, considering only DA, our bag can hold up to 200 marbles.
Let's say we start with 0% DA and add 25% DA from gear/traits whatever.
We now have 125 marbles in the bag. We've increased the number of marbles by 25%. Similarly, we're now doing 125 attacks in the time of 100, which is a 25% increase.
If you have 50% DA already and add 25% DA, you're adding 25 marbles to 150 marbles (175 attacks in the time of 150) which is about a 17% increase.
Another way to think of it is that each 1% of double attack you add is slightly less effective than the previous 1% you added, but it's still an increase.
So when people call diminishing returns on DA, what they mean is that at high DA%, you may get better performance out of some other stat than adding a small amount of double attack, whereas when your double attack % is low, adding a small amount of DA is a much harder thing to beat.
