Local leves are pritty random, I don't pretend to understand how they generate them but it seems to be based off how many people are doing them. If you are in the lower levels of the tier (Ie if you are 23 in the 20-40 leves) you will have less options as well with more opening up as you get higher.

The having all of them for the camp bit would be for regional leves.

Oh, I see. That kind of makes sense. I was doing the one in Limsa because I liked the reward better(40~ btw), but the ones in uldah are giving me 3 local ones. So whatever, just sticking to these. xD

two people worked together to make "Sonic Classic Heroes" where you play as Sonic, Tails, and Knuckles in all levels of Sonic 1 and 2.
This hack is really awesome. The best part is... you can do 3 players!!

Tails can also carry both sonic and knuckles together.
