that was a random question... I'd say the lack of brains... but most likely because they've been injured in some way that prevents them from doing so or lack the mental capacity to pull off the somewhat complex thing we call walking!

Depends on the setting they appear in, I guess. :O
If it's a realistic-ish setting, like it's a virus or something, I'd say it's because their bodies are still decaying, so their muscles are constantly weakening.
If it's magic, then I'm going with lazy writing. :I
