Also check if the thermal compound is applied evenly. Fixed it. Looks like my heatsink orientation was...off. The copper pipes that extend outward were creating lift against my RAM, thus making uneven contact against my CPU. Which explains why my thermal paste was left in a puddle rather than spread out as it should have been.
