I read a tiny bit of this manga a long while ago and thought it was really good but kinda forgot about it. My roommate last semester was telling me that the anime was really boring and dragged out so I never bothered to check it out

Yeah. I mean, that path is lined like a mini-road...maybe it's a bike raceway or something? Platform for...something? Filming? Adjudication? Spectators?

I'm still of the opinion that DC should have those at intersections instead of cross-walks, would help alleviate traffic to a degree.
