Alternatively (I'm just now seeing this a little clearly; been working on my own class project stuffage), if this is an in-text citation, you should have it punctuated with parentheses, ala "According to the Copyright Law of the United States (Title 17, Section 106), blah bloo blee blah blah."
That is actually how I am using it, and if nothing else it looks a lot better.
The whole thing is like this...
According to the Copyright Law of the United States (Title 17, Section 106), “Subject to sections 107 through 122, the owner of copyright under this title has the exclusive rights to do and to authorize any of the following: … to distribute copies or phonorecords of the copyrighted work to the public by sale or other transfer of ownership, or by rental, lease, or lending;” (copyright.gov, 16-17).
I am really bad at quoting and citations like this, I usually just rephrase things 100% of the time to avoid it and also to avoid any chances of plagiarism from douchey professors.
