One of the American ones, Ferguson's Crossing or w/e Which servers are full and open is fluctuating alot so I'm just watching and hoping it opens up, atm transfers are free.
On a side note I was just very relieved to find out I don't need to spam the attack button afterall. On an interesting note when I clicked back to the game there was a second tiger in the same spot as mine only it was stretching, made it look like they were doing it. Servers are flip flopping full and open because people switching.

EDIT: We need to get Headstrong and Yomi in on this! And Leila and her hubby! All the American servers showed "high" instead of "full" so it changes quite often. Let's make Uri give us all money >.>

Not sure, they were jumping around a little bit every time I checked but then randomly a huge ammount of them went open.
