I bought an account off epicnpc and now I am IP blocked and I think the account is taken back by the person.
How is this possible?

On the off chance this isn't a troll post, chargeback. You can let Horizon know about the account and they might ban the original owner for selling it, but they obviously don't allow account sales and you're not going to convince them to give you the account to keep.

Horizon doesn't allow any kind of account sharing. What likely happened was when the account was logged in from a new IP, it got flagged and banned. The person selling the account probably knew that too and just screwed you.
