Probably Rico.

Speaking from a purely size comparison, Stier is big enough to just step on Blanka and it'd be over. In fact, that's one of a gear's primary moves when facing a normal sized enemy rather than a huge mob or another gear.

Add in what a gear is capable of in Xenogears, I'm not sure why the question would need to be asked. It's unfair.

He said without Stier. Fact remains though, Rico can take out gears bare-fisted.

Ah missed the w/o part. But yeah either way I don't see Rico loosing. Though I'm not really one who keeps track of SF lore or what he's capable of aside from being shocky.

I've got a large Xenogears bias though...

A groove and EX2 are what make Blanka a real terror.

To sum up:

- Is invincible to both projectiles and physical attacks
- Is able to non stop juggle/hit an opponent for massive damage
- Is able to make any of his move invincible

How can you beat what you cannot hit?

Isn't the point of a fighting game to make characters well balanced so you can have various strengths and weaknesses to play different strats for and against? I think things being that broken are a strike against it. But I can't really say anything about your claims. I've not played SF since II and blanka honestly sucked then.

RPG's are made to have all powerful characters who can do crazy things like destroy entire worlds. So I will say I have an issue with this line. In a fighting game, it's specifically made so you are too weak to insta-KO your opponent, much less your opponent, the battle-field and possibly the continent they reside in.

In xenogears, give Rico a power crisis and speed shoes and he'll kill everything with a quick combo before the fight has even started.

Well, it depends on the fighting game.

In the 2 I gave, CVS2 and EX2, Blanka has access to tools that most of the cast cannot do, and from there he can deal damage that others can't, while being 100% invincible. He's balanced in a way, but he still has access to this kind of ability, more often than it seems.

These videos are when the full invincibility on all move was discovered, and actually used. It was the final of what was at the time the biggest tournament in the world when it comes to CVS2.
He was able to nearly instakill anyone.

For EX2, I think the latest video was the SF 25th anniversary, not 100% sure and I cannot find it now. Basically, Blanka had the best pokes, the best priorities and he could chain a Super into another Super (the only one to be able to), dealing enough damage to nearly instakill someone.

Lore wise, this Rico is in a completely different league and would destroy Blanka on sight, but there isn't any lore in SF outside of a few fights so...
Would have to dig internet searching for a power ranking of some sort.
