Soi whanted to do the event quest. but i cant get to Zubaba on the second floor in heavens tower, and i can find any info on what the reqirements are.I have hihgh fame and rank 10 in sandy So do i have to F**** change allience only to get to this damn NPC? WTH is SE thinking?!

Its been reported to SE, apparently it was an "oversight".
No doubt there will be some kind of emergency maintenance to stop people from complaining.... the one that the moogle that gives you dinner coat, starts.

I have access to the second floor and I have never been Windurstian.
Edit: Nevermind, I think I did the quest chain for BLM AF and got access. Honestly not sure, it's been awhile. But I know I'm rank one windy and have access... so there is hope. Sadly, I wish I could be more helpful/specific. Emergency maintenance on heavens tower in 1 hour.....
